I am unsure if and where there is a cut off, but at any cap under $180M or so, winning is about balancing quality and quantity.  Drafting $200K players as subs allows you to save money to draft better players as regulars.  Depending on league rules, $200K pitchers may serve to eat innings thereby allowing you to use better players in other games at 100% rest.

Everybody will likely say 1985 Sid Bream but I like 1985 John Moses as a pinch runner/defensive replacement.  I've also had some success with 1989 Luis Medina and 2001 Frank Thomas.

1932 Rogers Hornsby has produced mixed results.

If the league uses DH in both leagues, than you are probably safe filling your bench with $200k-$250k bench guys and spending $$$ on the starting lineup.  In leagues that do not use a DH, I like spending about $2-$3 million on the bench with a good mix of defense, pinch runner, and some SLG%.

Unless your pitchers are Bob Caruthers, Jim Kaat, or Mike Hampton, plan on pinch hitting early and often!

I think you mean Clyde Sukeforth. He is notable because he was the scout sent by Branch Rickey who signed Jackie Robinson, his own playing years aside.

2003 Wilson Delgado (Angels not Cards) is the best hitter by far and 1910 Ed Moyer is clearly the best performing pitcher....... It's not even close.

Calvin Pickering 278/377/456 has the highest OPS# of the under $250k players (id prefer him over Howie Clark at 1B).  At just over $250k, Sammy Strang can be very useful.
