Is there a forum, which discusses levels of high potential? For instances, certain messages that are received that would give you a hint whether it's low-high or high-high? Is the only way to find out  is to use the evals, which are $1500?

Use scouting trips, not psych evals.  Here's a list of which responses mean high-high and which mean low-high.
