Does off season growth look at your practice minutes or completely unaffected by your allocation of mins?

completely unaffected - it depends 100% on the individual player's work ethic.

No.  HSGPA only impacts growth in IQ and the amount of SH minutes a player may need to stay eligible.  There is no offseason improvement in IQ.
