is a -3 too low when facing a team that shoots only 7 3pointer's a game?

No, but be careful, the farther into neagtives you go the more likely you are to foul.   When  my  team is at an ATH/SPD disadvantage I am hesitant to go below -2.

if you are at that disadvantage though, sometimes a slowdown will help. Less possessions means less fouls.
