you never really could - no one can. you can gamble though...
I just take such a budget hit by buying multiple states in D3... I am coming along with it but it is a struggle

Weak is a general term. It means the team has put in less than ~ 25 HVs.

I got the # by seeing how many HV's it took at D1 to get the tight message. It was a while ago but I think it was 23 or 24. There may be other factors I didn't include like prestige, considering credit, and/or quality of the recruit.

I have tested it out in D2 by trying to take a recruit off SIM. It took 21 or 22.

I've gotten the *tight message* at d2 as well but it was always after a battle where the other guy filled his scholarships. It was less than 20 HV's but I figured it was considering credit.
It may be a little less but I am pretty confident the # is close to 23. It probably also varies a little bit for each recruit because of the components of recruiting that are minor (prestige, close to home, favorite school, recruit threshold).

I don't have any current examples, but off the top of my head I would say it's more like 15 HVs for the strong message at D3.

It's more than 11 at D3 for sure. I remember very distinctly being ****** it took me 12 HVs to take a local recruit for my NYU team that was "open to other offers" from a significantly lower prestige d3 SIM.

Just finished recruiting in Wooden and did 12 HV and 1 CV and the recruit was *Tight* with my school at D3 about $5,500 total spent

He signed at signing, I got into a quick battle that ended in less than 5 hours and then had him locked up for a day and he signed right at the mark

I don't remember the exact effort, but I believe it was about 8 HV's and probably the same number of scouting trips. This was D2 and I was competing vs a Sim. That effort was enough to get me a "very tight" and a signing within 1 or 2 more cycles.

Last season in D2 I had a player go from a "not a priority" message to a "tight" message without any additional effort on my part. Considering credit, maybe? At any rate, this is what I had in him: 

12 SVs
5 CVs
15 minutes
a start

the amount it takes to get a recruit "very tight" varies DRAMATICALLY by that recruit's ranking (or internal perception of themselves, if such a thing exists - not so clear now with the removal of personality, but at d3 you can't see ranking anyway so it doesn't even really matter there), and the prestige of the school. a guy who considers you a low end option for him will take way more effort than a guy who considers you a high end option for him. 

its still useful to have data points on what it takes and all that, i just want to make sure people realize those numbers could be off by a factor of 2 easily for a different case, so be very careful about how you apply the knowledge to your own situations.
