I'm out of money....so whats the chance of signing this guy without any further recruiting? The last scholarship message was....Seems like you have a nice program. But honestly I can't give you an answer yet,,,just don't have all the info i need...Any chance?

If you have done a HV or CV and no one else goes after him, you might sign him. You can sometimes sign people with just a HV and scholarship at the very end.
