I've always offered it after the exhibitions (out of the thought that the player might gain a point or two from his PT in the second game) and haven't noticed an impact to kids accepting the redshirt.

Makes no difference whatsoever. I prefer to do it early so I don't have to set my lineup multiple times based on who is or isn't taking a redshirt.

I'm with jsa.  Add to that "forgetting to put the redshirt on", which is my most common mistake.
