As someone who lives in the Greater Boston area, it was not a bit much.  When you see people and places you have frequented have shootouts and bombs going off, there is never too much you can do.
Creating martial law is too much. Requiring civilans to stay in their homes is beyond the scope.

Only the 20 block radius in Watertown near the shooting required them to stay home.  The rest of the area was asked to stay home so as to make it easier for officials to clear suspected areas.  All business were shut down, so there was really no reason to leave anyways.

It was really just to keep all resources focused on the search.  They actually realized that some people went into work before the order was given and they were afraid to leave the offices and the governor had to come on and say, you can go home.

Challenge #12- "With the first pick in the 2013 NFL Draft, the Kansas City Chiefs select.....CB Leon Sandcastle"

Of course, the next challenge will be the NFL draft. Get your mock draft sheets ready. Check out the rumor mills. Find out who's making trades. Even if you do all of that, I doubt you'd be able to pick the exact order of the first round. It's as tough as picking the NCAA tournament brackets perfectly. So, of course, I'm going to ask each of the remaining Survivor XII contestants to submit their own mock draft. The advantage for tribe Mid Major is that they have an extra mock draft to try to win the challenge with because they have one extra member. 

The Challenge
Each of you must submit your selections by 5pm ET tomorrow. You do not need to put the teams, since there will be trades, you only have to pick players from 1-32. You will be given a point for how ever far off you are on each selection. If you pick a guy 5th and he goes with the 10th selection, then you receive 5 points. If you pick a player and he is not selected in the first round you will be given 5 points or 33 minus your selection, whichever is greater. The lowest scoring mock draft will win the challenge for their tribe. If there is a tie for best 2 mock drafts between the 2 tribes, then the 3rd place will decide the winner. The tribe that does not have the winning mock draft will lose the challenge and must vote a member to Redemption Island on Friday.
