DO I need to fill all positions? as of this second I dont have a punter but signed a better Kicker so I was going to move my current kicker to punter. Do I need to do that now or what is the best course of action?

Do you still have an open scholarship?  If your going to move the current K to P then not sure it matters if you do it now or wait.  Might as well go ahead and make the move.

You need to be aware, however, that you don't keep all of what you don't spend.  You lose 75% of it.

if you have 40k left over in d3 you should be finding better players.

think of it this way, right now you have 40k, youll lose 30 and keep 10
if you spend 10 k upgrade at a position, youll have 30k.  youll lose 23.5 and keep 7.5, so you have a much better player (or two) and it costs you $2500.
if you spend 20k to upgrade players, youll have 20k left.  youll lose 15 and keep 5.

why would you want to keep it and lose it?

anyways, to answer your question...the only reason you lose carryover is if you do not fill all of your scholarships.  if you have 15 open scholarships and sign 15 guys, regardless of position, you get to keep it.

I dont have 40k I have 10 k , my recruting stratagy is too basically only look for guys with 360 miles. I have 10700 with 3 open scholarships with 3 green dots didnt want to sign them then not get money cause I dont have a punter positoin filled.

I guess im lost in your question why would you want to keep it and lose it?
The player I found arent the greatest id rather roll some money over so when one does some along I can out bid everyone. I got the majority of the best players in my area

I can sign the last 3 guys who prob wont see the field carry over 2625 which gives me 2 extra home and campus visits for a potenal better player next year.

IF you can upgrade a player do it.  IF you can't keep the money.  Search for undecided players all over the country with 10k you can easily sign 2-3 from anywhere if they are undecided.

Is it really worth it to chase say a 450 ish player?

If the player has a high WE and potential give them a red shirt if you dont already have them allocated they yes.  Also the total rating isnt really all that meaning full, if they have better cores then it can be very invaluble.

I agree with mktulu - the 450 rating by itself doesnt really mean anything.  It is what makes up that 450 that is important.
