The kicker talent is miserable for me and there are some tremendous punters - do they take a beating in the conversion or is it relatively minor?

just let the punter do the kicking. Not sure if converting here will drop the "we" or not but it definately won't if you just let the punter do the kicking.

All the time. Check out my Ashland team in Heisman and my current K was recruited as a P. Often you get a WE bump actually since he is going from a position with 1 other player to one with none. The other way also works K->P.

Many, Many times!  In the 2.0 days there was a real shortage of kickers to recruit, and Sim was all over them from the start!  I found out that Punters translated very well to the conversion, with minimal hit to cores for the position change.  And by making the change day one, he started improving day one as well.
I also found that as amazing as this sounds, IF you had a QB that had strength, but no onther core worth recruiting for the QB position, you could convert them early as well!  They however take WE hits normally, so they are more of a risk.

I have continued my recruiting P for K now under 3.0, although I have found that more recruits seem to have been added, and therefore giving recruiting a true Kicker a tiny bit easier.  Hope that helps.

One note of agreement to what tigerpark said, when I was at the D3 and D2 levels,  I was never carrying two specialists.  Just one kicker, or one punter and never both.  Use the extra slot for a skill position.  The mentor I had when I first started started me doing that, and said until you reached D1 level you would be fine.  I cannot speak to this under 3.0, because I am only at D1aa.

Just for fun, I checked my punter in D2 and clicked on the "Change Position" tab and saw the impact the change would make (you can too).

He lost half his WE and about 1/3 of both his GI and Technique.  Something that drastic would make me never want to do this...

Was the player a freshman. Because conversions after freshman year are much more brutal

As dublin suggested, the player should be a true FR because attribute hits are increased each year. In addition, the WE loss is often a gain (or very minimal loss)  if you have 2 punters and are moving the FR to an empty K roster slot.

Gotcha - no this was a Jr. Makes sense now..
