1969 Expansion Plan
The four expansion owners will have access to the entire 1969 rookie draft to fill their rosters as they enter play for the 1969 season, as well as any free agents not on any current roster. The expansion draft will be held shortly after the 1968 season begins. Current owners will have their draft toward end of the 1968 season, having just the remaining scrubs and scraps available that the expansion teams didn't draft.
A lotto will determine the draft order. Expansion draft style will be serpentine (round one: 1,2,3,4 ... round two 4,3,2,1 ... etc). 26 official rounds to draft your 25 man roster + ballpark, extra round(s) will be added if a team drafts a player who will be on IR in 1969 (you'll have a handful of those types of players available to draft).
There will be 8 players "pulled" from the 1967 & 1968 drafts combined made available for the first time in the expansion draft, as well as 2 additional non-rookies who will next play in 1971 but will be made available to expansion teams to put on IR. The 8 pulled players are as follows:
• MI Ted Kubiak (from 1967 draft)
• MI Bob Heise (1967)
• 3B Jerry Kenney (1967)
• P Danny Coombs (from 1968 draft)
• 1B/OF Jim Holt (1968)
• OF Joe Lahoud (1968)
• 1B/OF Ivan Murrell (1968)
• OF Bill Voss (1968)
The following 2 players are not rookies, don't return until 1971, but will be made available in expansion draft:
• C John Stephenson
• P Tom Kelley
The current 16 teams will each relinquish 1 or 2 players from their roster to be made available in the 1969 expansion draft. Each current team will have to comply with one of the five options below:
1 - one 180+ IP pitcher
2 - two pitchers with 200+ combined IP
3 - one position player with 500+ plate appearances
4 - two position players with 600+ combined plate appearances
5 - one 90+ IP pitcher and one positional player with 400+ PA's
Expansion from 16 to 20 teams will create 5 team divisions. There will be 4 divisions. The division winners will still be the only playoff teams. LCS and WS matches will be best of 7 series. We will place each expansion team in different divisions (one expansion team per division).
In 1969 only, we will do a 6/4 AAA split (6 hitters as normal, but 4 pitchers instead of 2). Below average players.
