People are comparing him with other Presidents. Unless you named the thread for cheap rhetorical purposes, what did you want?

Other than firing the bullet that killed bin Laden, I'm not sure what he's done well.  At some point, you have to take responsibilty for the job you're doing and stop blaming the previous administration. 

I don't think all four of these can be attributed to another Prez.

You haven't made the case that all four can be attributed to Obama. The last is particularly dubious.

He's the President.  Those are facts.   Not sure who else to attribute them to.   Isn't it his job to address the problems that affect the nation?

sustained high unemployment rate - on it's way down
out of control budget deficit - "out of control" part is your opinion, not well defined
constantly rising fuel prices - a large factor here is not supply and demand, but oil speculation. stricter regulation would help. maybe Romney would do more to regulate...sorry, I'm laughing too hard to finish that sentence
horrible foreign relations - your opinion
