I never pass on good pitching.  If your college scouting is high enough to project "reasonable" projections, that's your answer.   FWIW, your LF is a 1B/RF in the making.

If you noticed, I posted a new "Best Pitches" set from Mantle and it lists Fox as #2 in one league, but doesn't list Gonzalez in either.

Here are their pitches:

Gonzalez - 92-85-81-82-27
Fox          -  92-71-73-78-28

NO WAY Fox is better than Gonzalez. 

So I am almost certain that it isn't as relevant of a piece of data as I was hoping. 

Would you agree that the "best pitches" blurb may be as full of sh!t as the DITR data I was trying to collect? 

Yeah, I'm not sure the "best" whatever blurbs are relevant to the game.    I'm sure there's some logic.   I'm just not sure it's right.

If you have a bullpen ace with 90 dur/ 26 sta, how many innings can he give you?

He should be able to pitch 2 innings every three days, more or less.    He should be able to give you close to 200 innings on a season.   Assuming he's as good as you make him sound. 

200? Really? I was hoping you say 120-130. I've had 80/40 guys give me 160 before, and I thought this would be less.

Should I set him as Setup A, available any inning, pitch count target 20, max 30?

Not now.  But the problem will be if he really isn't capable of getting 6 outs on 28 pitches consistently.

Assuming he actually ends up with those ratings, how successful would this guy be as a ML pitcher?

Those guys are a little tough to project because the pitch ratings are good while the splits are well below average.   On the rare occassion I use someone like that, I use them as LR with PC of 50.   And they do around league average.   If I use them as a SP with a more appropriate PC, they get blasted.    I'd try him at LR and expect to see 1.40/4.50, more or less.
