No, the best will still get that.   It's how people budget.   I've signed 2 over 20m since the update and probably 0 over 20m in my previous 160 seasons.

Comservative: You will draft anyone except 'probably won't sign'
Balenced or higher: You will pick anyone regardless of signability.
