If it's your major league team, you can't unless you remove him from your roster (demotion, designate, release).
If it's your minor league team, you can inactivate him.
In either case, I beleive the ball then goes to the first listed starter (usually, SP1).
If you deactivate in the minor leagues, the ball goes to the next scheduled starter.
So, if you have SP #1, #2, and #3, and #2 is scheduled to pitch, you can deactivate him and #3 will get the ball.
