If a team signs more than one Type A FA, and they don't have a protected 1st round pick, how is it determined which team that lost one of those Type A FAs gets their 1st round pick, 2nd round pick, etc.

I heard it was based on last years win-loss. Lowest win total gets higher pick.

This is correct.  It will appear as first-come, first-serve until the draft lists drop-- but the final order, which is set when prospects drop, will be based on previous year's won-loss.
