Now that I'm looking at his past stats, I can see that. So, what does equal stolen bases? Speed + baserunning + what else?
Speed, baserunning and SB settings.   Dude has a good ratio at 80%.   If you intend to run, he's a good asset.

Regrading the discussion on baserunning, I have a prospect Phil Grimm who has 100 speed, but his BR is only a 28. How good will he be at stealing bases?

I'm worried because I have a player in the BL now, Garko who is a 78 speed and 47 BR and he gets caught stealing a lot. And I can't figure out a way to get it so that he won't steal bases, but still allow only players who have higher BR skills to steal (since apparently it seems his weak BR is offsetting his speed).

That's what I figured, basically his 100 speed is a wasted skill then right?

Not really.  It's still adds value, but more on the margins.
He will get infield hits.  So it helps a bit with batting average, therefore OBP and slg
It also helps him avoid hitting into double plays.

But if you turn up the base stealing settings, he will run into outs.
