If you have a high draft pick, you need to go with the workhorse ace type. That's number 1. My only concern with him is that if he doesn't reach his VL total, he could get hit by lefties. But other than that, he'll give you a ton of innings, and his vR will overpower righties. Number 3 could give you innings, but he looks like a #3/4 starter at best. 2 would be my second choice. He could pitch 180- 200 innings if you're lucky, and he's got good skill ratings. 4 won't have the durability to be a frontline starter.
As the others said, the age, current ratings and scouting budgets make a difference. If this guy is 22 and his first pitch is currently 65, he'll never get to 86, for example.
By the way, I'm assuming your "accuracy" numbers refer to control, not arm accuracy, right?
