I don't think this actually makes a difference, but I am seeing a change in scouting vision with the update. 

In Doubleday, prior to the draft, my scouts had given me ratings/vision of (5) High School Prospects (with zero budgeted in High School scouting).  Post-draft, I can see ratings for every High School prospect that was drafted, before they sign.  Prior to the update, I would have a note that the ratings (and other info) was unknown because I hadn't scouted the player well enough.
