GK peaked at 23 yo? I would hate to think that the prize GK I just signed to a long-term deal is done improving, but at 23 yo he has only improved by one point overall over the last two seasons and neither his goalkeeping or gk instinct has gone up. Why don't they develop at the same rate as outfield players?
It must vary a lot from player to player, because my GK (also 23) improved by four points this season in overall quality.

I think it depends on the player and the number of games they've played. I've had guys that I didn't play much when they were younger improve a lot when I started giving them games in their early 20's. From my experience usually goalkeepers peak earlier than field players, but if you give them games when they are younger they improve much more rapidly than field players.

18 years: max 5 points gain overall
19: max 4
20: max 3
21: max 2
22: max 2
23-29: maybe 1 every two or three seasons


Thus, if a player was playing a lot of games, he could gain at the maximum of 16 points in his youth. So your 42 defender has potential to be 50+.
Lack of[playing time obviously stunts this but my players have fallen between these numbers
1) 18 from 4 to 10 usually around 6
2) 19 from 3 to 8 usually around 4 or 5
3) 20 from 3 to 7 usually 3 or 4
4) 21 from 1 to 4 usually 2 or 3
5) 22 from 0 to 4 usually 1 or 2
