I was going to toss this idea out to see if enough people are interested.

Here's the idea, you would draft a current NBA team and you're able to use any year of the players who are currently on the team. For example, if you draft the Spurs, you can use 01-02 Tim Duncan. I copied the rosters from the start of the season, and I have listed them below.

Now some rosters only have 10 or 11 players you can draft. With those available spots, your able to re-use any player so that you can draft a full team. We'll say Salary Cap is 45 million for now.

I too thought of trying to do such a League, but decided the SIM already frustrates me enough.  For what it's worth, here are some possibilities I had thought of using: a lower ($40 million maybe?) cap that would equalize things a bit, allowing each team to be used twice to promote participation, and using nba.com rosters so every team has 15 players to chose from.
 
"My" Lakers would blow using any format, but I'd love to try the Warriors.

We would have a draft to pick the teams-use a website to determine random order. I would be fine with the possibility of a lower cap, Miami does have an obvious advantage, so I could see that helping out. I don't think getting rid of Miami is necessary, that's the luxury of first pick.

Too much of a division of riches.

Lakers and Thunder are prohibitive favorites in this league in the West, and the East belongs to Miami and Indiana.
