If i have a STL QB redshirted freshman that is inferior to my jr QB, should i force him to start anyway in order to maximize his development?
He isn't dramatically worse, but will probably struggle a bit this season.

You could start one of them in the 1st half and the other one in the 2nd half.  Both will get credits for starting.

If you think your team can go far this season, start the junior. If you are rebuilding for the future, then start your youngster.

get out of d3 and make the fresh your Running formation qb..EG...he hands the ball off.

That is a great idea.  I use it all the time, but normally with a fast elusive QB.
