When in D-III, can you sign players from D-II?

You can only sign players within your recruiting "vision." If your program has been very successful in recent seasons, you may be able to "see" guys who can also be "seen" by D2 coaches. But, don't go after their recruits, as D2 teams have significantly more money to spend.

No, you can only recruit those players you see in your DIII search.

If you're patient, you may be able to snag a D2 player that's within your vision if the D2 team that's recruiting the player backs off towards the end of recruiting. It happens when the D2 team fills their spots by going after higher rated players.  So don't give up on D2 recruits within your vision just because a D2 school is recruiting him!

Along this topic, do recruits ever drop from projected levels?  Like in Hoops Dynasty, a recruit that starts as a projected d2 recruit might drop to d3 by the time recruiting ends.  Or, you can even pull a recruit from d2 down to d3 with the right recruiting.

They do drop towards the end of the recruiting period. However, you will never get a recruit that is outside of your vision.

Thanks for adding that, dvgagz. I had forgotten about "backups." Some guys like to save a scholarship or two for just that purpose.

When you say "vision" while recruiting what do you mean by that? Are there more players out there that I cant see?

Read "GD's Guide to the Game" pinned above.  The 3rd post in that thread has a good explanation of vision.  And yes, there are players out there that are a level above what you can currently see that are not available to you until you increase your vision.
