Using the pre-season owner rankings, the following table shows the strength of division.  "DivTotal" is the sum of the pre-season ranks of the four division owners... so the lower the number, the tougher the division.

If the pre-ranks were 100% accurate, and the divisions were aligned perfectly so that the sum of the pre-ranks in every division was exactly equal to 48.5, the higher-seeded owners would be expected to play relatively easier opponents while the opposite would be true for lower-seeded owners.  The "Adj Avg"  reflects what you'd expect the divisional opponents rank should be, if every division averaged 48.5.  The Difficulty% is simply a ratio of the Adj Avg / Average. 

dougpalm's divisions are twice as tough as they should be, given average luck on the alignment.
