Are his splits high enough to compensate for his awful control rating?

I think he'll be OK as a BL pitcher.  This is my example for a low control guy that I used:  Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Angel Owen    Using my formula, your guy is destined for a life in AAA but, for whatever reason, I think those splits and pitches will elevate him.    But he'll be maddeningly inconsistent.

which spot is more important defensively, traditionally I've put my better one in RF as opposed to LF, but what are your thoughts.  Two players def ratings: 73-79-50-66 and 39-35-52-33, which would go where in your opinion?

I wouldn't put that 39-35-52-33 in the OF.   His arm, and range, is going to create a bunch of negative plays at either spot.    At least, with the failed C in RF, he has the arm to prevent negs so it's just range issues. 

Your guy actually rates out better than article's but, for whatever reason, no.    It's just a feel thing.   The 2nd pitch below 60, neither split above 80, topping out at 35 control, not sure exactly which it is but it's something.    I see his guy with 39-40 control, splits near 90 and one pitch over 80 and a 2nd one at 79-80. 

Not in season.   After rollover, yes.

Just took over for a team whose previous owner missed the entire preseason including budget setting. The franchise has the 4th overall pick with, obviously, 10s for all the scouting categories. Have you ever drafted that highly with a mediocre scouting budget? What is the best route to take, the best guy available and cross my fingers? As of now I'm not necessarily planning on staying with the franchise beyond this season so maybe I should target an unsignable guy to set the franchise up for a better position next season?

Yes.   That 39-35-52-33 can only play 1B.   And he'll do it poorly.

With 10s, I'd take the 5 best projected guys from College/HS and rank the one with the best currents, age-related, at the top.   I wouldn't move "May sign if..." from the top as I normally would with a top 5 pick.

I don't use closers because you leave too many innings on the table.   Diamond can give you 160-180 innings.   As a closer, he'll give you 70.   My guess is he will be one of the top 4 pitchers on your staff.   I wouldn't throw away 100 innings, 11-12 games worth of innings, as a closer.  SuA, 7th inning, 25-40 pitches.   That will make him a lot more valuable.

Manto will be an average RP.   Maybe.  He might be worse.
