I found a post where Joe specifically said it was not a loophole. I had to copy and paste it to Notepad because it would not format to this forum and I also put in some notes so you know who is posting.

Currently, if you redshirt a player promised start/pt during recruiting, he can complain and become very upset. All players do not complain though. Whether or not the player complains is based upon his personality. Perhaps the number of players who complain in this situation should be ramped up, but I don't view it as a loophole.

I think what they are saying is that if you promise a freshmen start to a player and then redshirt him that players freshmen season, that the player 100% of the time will not complain about your failure to honor your promise to start him, and then the following season the redshirt will disappear and you will again 100% of the time not have to honor your promise. Because of this anyone who plans on recruiting a player they plan on redshirting can without worry of the player complaining can promise the player a freshmen start and 75% promise to play, then never have to honor what you promised with no drawbacks.

Players DO complain in this situation...here is a support ticket received last night:
"I just had a player lose WE and complain about his Promised Start. But I had Redshirted him, and we are 5 games into the season.
The coach thought he could redshirt the player and ignore the promise. Like I said, I think that the frequency of such complaints could be increased.
