are the 70s players below 500,000 ???,should make 1st round only certain players avail,say all USA Olympic players,as teams drafting would be in an Uforic state to get a gold member player on thier team!just a suggestion

"first how is the first years draft decided?" It will snake 1-24 24-1 1-24 24-1

 "is it wining %+  wins + traded coins?"  Its winning % + Home ice wins + playoff bonus + anything you pick up in a trade

"maximum of 50"  The most coins you can ad in a season threw trades is 50. 

"if a player is on ir and counts toward" Players on IR do not count on your roster but they do count on contract years. No penalty for that.

"if i have 23 players under contract and have the first overall selection" You will have to release players before the next season starts. And that player will go into the FA pool. Just keep in mind if you bid and paid for five season and cut a player after two season you loose the coins you paid. 

"what happens if i lose out on bidding but don't have a full roster?"  All coins on lost bids are returned. And at the end of the FA bidding there will be a draft to fill in the rosters.
