I'll tell you why it's easier, and better, to get cash in a trade.   Not many of us have players owed 5m 1/3 of the way thru the season who are useless to us.   That's someone who was given 7.5m, more or less, to play.    There just aren't many 7.5m players who suck, thus making them useless to us, but that others find valuable, thus making them worth claiming.

That's why your FIRST option is to get someone to send you 5m for some middling prospect.

Usually, cash is the only means

Yep.  Because no one wants to claim a 5m player who is worth 300k.    It's better for them to give up 5m for say a 2nd round pick that they wouldn't get otherwise.

Which bring us back to collusive behavior.  An owner you like and an owner you dislike offers you 5m and a try out camp pitcher for last season's 2nd round pick.   The natural reaction is to accept the deal from the owner you like.   Collusion.

That is most certainly NOT collusion.

If one team offered you a $5m and a mid-level IFA signee for last year's 2nd round pick, and another team offered you $3m and a tryout camp signee for the same player, and you took the SECOND offer THAT WOULD BE COLLUSION.  But, if two teams offer you the exact same deal (which is what you describe), you can accept whichever you want for whatever reason you want, and that's NOT collusion.  That's just doing business in the real world, where personalities and personal preferences do matter.

This isn't the real world.   It's a simulated game on the internet.   We pay to play a FAIR game not one determined by personality clashes.

Remove cash, because that's the same for everyone, replace it with players and then owners have to make "business" decisions based on what actually helps their team the most.
