So he can make bad grades if everyone is making bad grades but can't shoot heroin if everyone is shooting heroin.   Got it.

Maybe, if you just expected more in the first place, you wouldn't have to arbitrarily determine what bad behavior is acceptable. 

Point being, when you accept poor behavior "because everybody does it", you lessen expectations for everything.

I'm not sure you understand the meaning of the word "arbitrary." Shooting heroin is certainly not the same as getting a C+.
