LOTTERY
The returning owners that did not make the playoffs will be in aN NBA-style draft lottery. The other returning owners will then be placed behind them in order of playoff finish (with regular season record the tiebreaker). New owners will be placed behind them in order of who joined first.
Owners will now have the option to choose their draft slot. This will be done in draft order. So if the owner with the top pick chooses to draft in the 24th spot, the 2nd overall pick can choose any draft spot besides #24. This will continue until all the spots are filled.
The lottery process will determine the first 3 owners for slot selections in the draft. The remaining lottery slots will be determined in inverse order of previous season's record. If an owner is not returning, that lottery spot will remain vacant.
The lottery selection day will be Monday, July 15. I will post the results the following day.

Lottery Details:
We will use the New York lottery system. It's basically a keno draw where 20 random numbers are chosen between 1-80. There are 351 draws - every four minutes starting at Midnight and ending at 23:56 EST. We will select one days worth of drawings. Each team will be assigned a certain amount of drawings (time specific). The number of drawings each owner will receive is determined by their previous season's record and is closely based on the actual NBA lottery percentages. Then once ALL the NY lottery selections have been made we'll add up each set of twenty numbers and the owner with the lowest combined total wins the 1st slot selection spot and so on. In the event of a tie we will compare each set of numbers starting with the lowest number in each selected set until one team wins. For example if two teams have a total of 621 and one set of the lowest numbers is (1, 2, 4, 7, 12 etc.) and another group has (1, 2, 3, 8, 14 etc.) the 1's cancel out, the 2's cancel out, and the 3 is lower than 4 so the 1, 2, 3, 8, 14 etc. set of numbers wins.
