The initial draft will be determined by cuts. The more cuts a guy makes, the more rounds he picks in, like normal. the only difference will be that guys who cut more picks will be picking in earlier rounds, as opposed to later rounds.
To use Mal for example, he will be picking in the last three rounds only. You mentioned cutting 4 players, IIRC. You would pick in the last six rounds.
The order will be randomly determined. It will stay the same for each round. So, for example, I could randomize the order like this, assume 1 stands for Galveston, 24 stands for thohoops, and everyone else is based on how the rosters are laid out on the front sheet:

In the above example, sea pilots would have the number 1 pick each round. Now, if he only cuts 4 players, needing six picks, obviously, he's not going to need picks in earlier rounds.
