I think some of the themes are going to be difficult to build with only 100

That is possible...if an owner chooses a theme that turns out will not work at 100 mil they can switch at thier leisure and we will remove that theme from the list.

I took #31 (Firemen), but another theme that I considered was #23 (Pitcher's Paradise). A few years ago I played a lot of 100M leagues and I thought that a $100M team with $60M had normally strong pitching and barely adequate hitting at $40M. You may want to consider lowering required budget for pitching from $67M to $60M for #23 (Pitcher's Paradise) ...

By the way, you said the players had to be from outside the 50 states. I assume that means outside D.C. too, but I included a few Puerto Ricans on my team since they compete as a separate nation in international competition and baseball-reference.com shows a Puerto Rican flag instead of a U.S. flag next to those players' names.

I took #31 (Firemen), but another theme that I considered was #52 (Stately theme- three states). A limited list of these players is available in the America Cub thread- where I'm a newbie. Let's say you take a state with a large pool- like California with over 4,000 players ( C- Gary Carter, Jason Kendall, 1B Mark Gwire, 2B Jeff Kent, 3B Ken Caminiti, SS's Nomar Garciaparra/Alan Trammell, OF's Barry Bonds, Ted Williams, Joe Dimaggio, Duke Snyder and SP's Randy Johnson, Don Drysdale, RP's Dennis Eckersley, Trevor Hoffman), and mix it with states where some of your favorite players were born- say Minnesota (C Joe Mauer, 2B Paul Molitor, OF Roger Maris, and SP Chief Bender) and Nebraska (3B Wade Boggs, SS Ron Hansen, OF's Richie Ashburn/Sam Crawford, and SP's Pete Alexander and Bob Gibson) ... That's quite a pool of players to choose from! ...

And #93- say a SESAME STREET LETTER M TEAM (78-84 last season at 140M cap)- may look more appealing at 100M with PP's like Joe Mauer at C, 1B Edgar Martinez, 2B Joe Morgan, 3B Eddie Mathews, SS John McGraw, OF's Musial, Mantle, Mays and a SP rotation of Cristy Mathewson, Pedro Martinez, Greg Maddux, and Juan Marichal ...

I see 60's, 70's, 80's themes but no 90's. I took #31 (Firemen), but another theme that I considered was a 90's theme- I won a WS with a 90's NL team last year. At $100M I visualize an awesome 90's SP staff with the likes of 95 Greg Maddux, 97 Pedro Martinez, 95 Randy Johnson, and 94 David Cone; a bullpen with the likes of 92 Dennis Rasmussen, 98 Mike Jackson, 98 Lloyd Graeme, 93 Bryan Harvey, 94 Steve Howe, 99 Trevor Hoffman; and the likes of PP's C 98 Jason Kendall, 1B 93 Greg Jefferies, 2B 96 Roberto Alomar, 3B 92 Gary Sheffield, SS  92 Barry Larkin, and OF's 91 Ken Griffey Jr., 99 Luis Gonzalez, and 94 Moises Alou! ...
