Has to be drafted at his primary position. You can play him at SS.
For instance, you draft '93 Tony Phillips at his primary OF position. You play him at 2B. You then draft someone else using their primary position of 2B and sit him on the bench figuring you have 2B covered with Phillips. You are short an OF since you moved Phillips to 2B. You draft 2 or 3 part-time players under the $2 Million threshold and platoon them in the OF.
