That's correct I believe, but in this case the person ahead of you shouldn't have picked yet. Part of the problem is some send out sitemails to the next 3 just saying "You're up" without specifying exactly who is up. Of course, that beats not getting a sitemail at all.

Ineligible, at least that's always been the case. Same for a hitter with only 1 season and fewer than 400 AB.
