Point of clarification:  We have 95 to spend on our 25 and then choose 6/2 AAA as we deem fit, or, 90 for our 25 then limit our 6/2 to a combined total of 5 million?<br />

Yes, you have 95 million to spend on 25 players. In addition, you select 6/4 AAA as well. During the season, you can use any valid AAA, but later in the season you have to run with only max 3 AAA on your major league roster. The assumption is that if you replace 3 drafted players (which have salaries) with AAA players (which probably would exceed the drafted salaries), then the total salary for your major league roster shouldn't go past 100 million for the TOC.
