What
I mean by it is that the standard for evaluating a candidate for the Hall is to look at how he compares to the Hall as a whole (at least for his position).
He doesn't get in by being better than just the worst of his position (Rizzuto in your example, Rice in mine).
In this case, Sheffield compares well to the other right fielders already in. He's not as good as Aaron or Ruth, but if that were the standard, the Hall would be a tiny fraction of the size that it is.
