Well, universal DH would have been my preference, but I'm okay with it either way. Actually being in the NL offers some different strategic opportunities without the DH.

Is there anyway to let prospective owners know what the private rules are before they sign up?

A couple things: I cannot turn on universal DH until the world fills. Once the world fills, I regain commissioner tools. We also will be able to enforce private rules at that point.
