Victory League is a 16 team, 4 division league. There are plans to expand to 20 teams in 1969.
The league uses real life AAA players
Pittsburgh has a very good nucleus of players. They will have a first round pick and a chance at the #1 pick. The lottery for the bottom four teams has not taken place yet.
