In my other league the 8 owners with longest tenure are the nominating committee. So they naturally elevate the next players if any new qualifiers make the cut they are definitely deserving.

There is no carry over from season to season. However it's more likely that the players that just missed would be elevated depending what new players qualify for voting.

With new players added to the ballot every season, I think we would start from scratch.
