I was wrong.  Most pitchers give up far more hits than walks so the H is far more influential to WHIP than the W.

This goes back to the idea that a pitcher has more responsibility (100%) of line drives that clear the outfield wall by 6 inches than the responsibility (0%) he has over line drives that hit six inches from the top of the outfield wall.
