imho - these Whitesox and the prior round Yankees, dividing the franchises up through 1949, is totally unfair to the people in the lower draft position.  The talent pool is greatly diminished, twice as fast.

How is it unfair? We will all be in that draft position at some point. We all have a reverse and wild card to use. Besides, we all need 5-7 crapola 200K players.

It is unfair because the talent pool won't last for 24 picks, forcing people at the end to prematurely use their speciality cards, while people at the beginning can scoop the cream and hold their specialty cards.  The Yankees are a very good example, only 34 seasons.  There are less of those Yankees in the database than Texas Rangers, a lot less.  There are 686 Ranger pitchers and only 402 Yankee Pitchers.  I understand the intent was pure, to be fair, the results are the opposite.  I also understand that men of good will can disagree.

If you did not split up the franchises there would be many examples of franchises that could support 24 picks, that did not force people to use their specialty cards.

except, with the splits, when you get to the top of the draft there will be lots of great players and lots of options remaining on which team you can select.  This way, if someone uses a crappy team (Seattle Pilots anyone?) its because they want to, not because there arent any better options.
