Round 25 we can select anybody in the data base or only from the teams that are available to draft from
"Round 25 selections can be any player from an eligible franchise who has not already been chosen. If a player's franchise is not listed as eligible, those seasons of a player cannot be used."

This was at the end of the paragraph to address the question if my interpretation is correct...

Correct. The point of the franchise/seasons I used was to keep out at least the best seasons of Cobb, Ruth, Alexander, Brown, Joss etc.

I'm dumb I know. So that means even in that last round, we can't take like a Hugh Duffy or Addie Joss? We can only choose from the eligible years? Thanks for the help in advance.

What jbar said. A player's season and franchise have to be listed among the available franchises to use it, Cy Young's Boston Americans seasons were eligible; his Spiders/Red Sox/Perfectos/Braves were not. You could use Warren Spahn's 1953, '56 etc. seasons, but not his 1946 or 47 seasons. Ted Williams 1950-1960 seasons but not 1939-1949. There are no Addie Joss, Babe Ruth, Lou Gehrig, Pete Alexander etc. seasons eligible.

The team listed next to any player-season used must also be listed as an eligible franchise. It does not matter whether the franchise was used during the draft or not. You can draft a Philadelphia Blue Jay, a Brooklyn Robin, a Milwaukee Brewer; you cannot draft a Celveland Spider, Cleveland Nap, Brooklyn Bridegroom ...:
