I don't fish.  Beats me.  But I know you need a license. 
But there's no test involved in acquiring one, unless you consider handing your credit card to the clerk in the sporting goods section of your local Wal-Mart a test.

If that's the requirement, that's the requirement.    I guess, if you don't have enough money, you can't get a license.    SS couples have a little trouble with the marriage license requirements.   Simple as that.

Tests to get a license serve a purpose. Driving. The bar exam. Insurance. Etc. What purpose does the gender test serve?

Well, if you throw out the fact that they fail to meet the requirements to get a marriage license then you're right.
