Why does the ACA need to be repealed? Can't another law be introduced alongside it?
No, it needs to be repealed. Because while it's in place, the mentality is "WE FIXED HEALTHCARE, MISSION ACCOMPLISHED!!!". And as long as that mentality is prevalent, then the perceived need to fix healthcare the correct way is diminished.
I don't think that's reality. Clearly the system needs work but it's not necessary to repeal a law whose primary purpose is to expand access to healthcare in order to introduce a law that fixes healthcare costs.
How about this, introduce a law that does everything the ACA does and fixes the cost issue and repeals the old version of the ACA?
