a) The point of the law is to expand access to health care. Not punish people. Most people want health insurance.
b) HHHHHHHHHHHHHHHHHHHHHHAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAA
a) So why a penalty? Is that supposed to be a reward?
If you're going to force health insurance companies to accept everyone with pre-existing conditions, you have to mandate that everyone buy coverage. Since most people want coverage, this usually isn't a problem. But there are some who don't and, while the law is mostly toothless, it does allow for some enforcement.
This seems to be a running theme with you. You jump into a topic that you don't know anything about and machine gun a bunch of asinine questions.
Are you ever going to get to your point?
