Not unless you choose to recind (upto) three scholarships prior to recruiting.

will I be allowed to redshirt any additional players? trying to build some balance in the class rosters. i have small JR class and large SO & FR.

You'll be able to redshirt upto 3 players after recruiting is over. 

it will be the only way I can build some balance in the class structure.  my youngsters are getting killed this season...

one more question, I have a WR who I promised a starting role as a SO.  He has not started and frankly he has the lowest stats of all WR, some of that is low work ethic.  He is threatening to look for another program, will I be able to fill that position during recruiting?

You can fill whatever positions you wish during recruiting.  There is no limit or requirement to how many players you must have at a certain position.  However, when it comes to changing a player's position you must have enough players remaining in his former position to fill the minimum slots.  IE, if you have only one kicker you won't be able to change his position, etc. As for your receiver threatening to look for another program - if he sucks then more power to him, leave.  That will open up a scholarship for your upcoming recruiting season.

rescinded 2 scholarships for low WE and overall RTG.  reputation took a hit as indicated, how long will it take to be restored?  the hit made me ineligible for a move if I was interested, thankfully I am not.
