He's been arbed twice, this is his third arb year.
If he accumulates more than 90 days of ML service, then yes, he will become a FA after this season.
+1. Two clues:
1) $350K is not what the next steps would be for pre-arb contracts; it should have been $378K, $396K. $350K must be a negotiated amount.
2) He pitched rather little in the relevant seasons; often players with low playing time make very low arb demands the following season.
