Don't know what your guy will end up looking like, but at his prime:
had 94 control, 49/61 splits, 51 velocity, 79 sink, and pitches of 87/73/67/69
I think that fits the definition of rock solid control, great pitches, terrible splits.
anyhoo, he's racked up 162 starts, 248 games (I used him mostly in long relief with some starts due to injury or spot starts, his next team has used him primarily as a starter) 1139 innings, a .284 OAV, 1.43 WHIP and a 4.84 era.
While those numbers won't push a guy into the all star game, they're not bad at all if he was your 5th starter.
