We're not all starting from the same spot for example my team in smoltz has 0 ADV but Ill be drafting at the end of the draft and I won't be affected.. Now a team with 0 ADV that has a crappy team and a #1 pick will be affected greatly... In most cases a team with a low pick is already in pretty bad shape to begin with and the changes as stated will have more of a negative affect on a team in bad shape than one who is already at the top...
I'm pretty sure the ADV change doesn't take effect until rollovers after 5/26.      So they'll be able to do something.   Hell, they may not return and the new owner will be able to move to 14m. 

Problems are being created in the mind that haven't occurred in reality.

Mike, I am not sure I understand why you believe ADV will be used for anything more than projecting a player after he has signed. My guess is that they will simply make ADV less accurate (than now) at the low end and more accurate at the high end. Though overall progress will still be governed somewhat by coaching, promotions, training, and playing time, so your mileage may still vary. Oh, and that progression may no longer be linear, for what that's worth.
I've stated several times why.    I started a thread in the Suggestions Forum in 2012 with 3 items I felt needed to be fixed.    That is probably the only thread in the SF where no one said "Horrible idea".    And it looks, to me, that it was foundation of these changes.    My suggestion was that ADV determine projections for non-rostered players.    I could be COMPLETELY off base.
I should add that an ADV change that only determines projections for rostered players won't change much.    It certainly won't make owners rush to 20m.

That said, they dropped the update almost three weeks in advance.   To me, that means 1 of 2 things:

1.  It's a major change and they want users to be as prepared as possible.
2.  It's a major change and they want the opportunity to scale it back based on the reactions of the users.

I don't think we get anything more than "We're doing an update on 5/26.   HBD will be down between 9-6 EST.   Schedules will be rolled back 24 hours" if it's a minor change.

So your saying there is a possibility that ADV would affect HS/COL/INT in the same way that the pitching and hitting ratings of a minor league BC affects pitching and hitting coaching on minor league teams.

Since it will only apply to teams after a rollover I seriously doubt there will be any downtime or cycles missed.

I'm saying I think the updates were somewhat pulled from this:

2.  Advance scouting.   Savvy owners don't really need it.    Again, this creates a disparity between those who know and those who don't.  Change ADV to show projections for players NOT on a BL roster.   This would include HS, college, IFA and free agents.    The higher the ADV, the more accurate the projection.    HS/College/IFA budgets will determine how many players you see but will not tell you the quality of them.    IFA demands will need to be standardized(100k is a good starting point) so owners with low ADV won't be tipped off as to their quality.   Players on rosters can have projections based on ADV as it stands now.

3.  Player development.  I'd say it's pretty standard for almost all players.   Owners can make a small difference in maximizing(or completely wreck them) development but a good owner develops players in a pretty standard manner.   Provide some diversity.   At least three different patterns.    Have some develop early and max out 2-3 seasons into their careers(18, 6, 1, 0, 0 OVR).  Have some develop slowly and be late bloomers(3, 2, 2, 10, 8).   And keep some the same(11, 7, 4, 2, 1).    The more patterns the better but we need more than one.  
Savvy owners can look at a 2nd/3rd year player they're considering in trade and say "This is what he's going to be" with pretty high accuracy.

Some of the changes are immediate.

Going back to the conversation between plague and mike. In my experience, I try to screw everyone in trades and assume most others do the same. You start with high demands - its up to the other to bring the price down if interested. If noobs accept more bad trades, it's because they haven't learned how to negotiate yet. I agree with the premise that if its not me taking advantage, it will be someone else but not because I target noons - I target everyone but noons are more likely to accept.

But the change to ADV may do something to lessen this from happening - so that will be interesting to see.

These is some diversity to player development - some players are set for a long development cycle (which I found out when customer support responded to a bug I logged with this guy:  Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Quinton Douglas). I agree though - currently 95% of all players seem to fit the same basic development cycle. There need to be more Quinton Douglas patterns, and some guys that flame out at 21. Or maybe make a sudden jump between 25 and 27.

On a subject that has not been discussed much: I've always felt that the quantity and quality of DITRs should be somewhat tied to to your coaching quality and training budget. I don't know that there is a correlation there today. And I'd like to see an occasional DITR from a ML roster. With the right opportunity, coaching, and training I could see a 24 yr old journeyman or defensive specialist suddenly improve at the ML level.

[Edit: Looking through old update notes I see that DITRs are currently based upon coaching staff and WE. My minor league coaching staff must always be optimized to develop defensive catchers and AA RPs.]
