What do you use as the thresholds for promotion in the lower minors? I've typically just looked at pro years and thought that I didn't want anyone in Rookie at the end of the year with 2 years of service, Low A with 3 and so on. That doesn't work for college guys though so was wondering what has worked for you as age thresholds.

I generally leave no one at the same level for 2 full seasons.   My cycle for "real" prospects is as follows:

1st season(partial)-RL/LoA/HiA
2nd season-LoA/HiA/AA
3rd season-AA/AAA
4th season(on the 40)-AAA/BL
 
I don't really care about the age of a prospect.

Thanks, but I should have been more specific. What about guys who aren't prospects in any way, just organizational filler? Do you know at what age a guy will retire at in Low A, or High A? I try not to promote the filler guys too aggressively since it can be tough to fill those lower minors.

Most retire after 5-6 seasons of never going past HiA.

Have you done any work on looking at how makeup can determine how likely it is a prospect reaches his projections?

My wife has never watched an WNBA game and just solved their biggest problem.

The issue is tanking. Because the draft is so shallow it REALLY pays to tank. It's much worse than in the NBA.

Her solution:

Girls are drafted out of high school and the teams hold their rights. 20 year old age limit so that they need to do two years of school at least. Since the WNBA pay is pretty limited most will finish school. The worst teams still get the "best" picks, but now there is much less certainly to the outcome to those picks. Less certainty = less incentive to tank. Teams wishing to get better faster can trade the rights so they still get an asset. No obvious downside IMO.

Higher make-up = better rating gains

I don't think that solves tanking.   You're still getting the "best" pick if you lose the most.    You will get more by trading the rights to the #1 pick than you will trading rights to the #6 pick.
